Try to perform Master Reset/Master Clear procedures via SCout flasher. If phone will still ask for the User code, try to perform the following:
1. Power On the phone with any SIM card inserted
2. Type #073887* from the handsets keyboard
3. the phone will ask for the Security code000000, type all zero's (If it wasn't changed it will allow you to enter service menu)
4. From Service menu perform Master Reset procedure or disable user code.
