Go to blackberry module and try to get code for this:
IMEI: 111111111111119
MEP: MEP-00000-00

If you do not have enough credits to have access for blackberry server,
you will get this message:

[UnauthorizedFault] Sorry C08062FE, your [CR1]DCT4PLUS remaining credits(50) and [CR2]BB5 remaining credits(100) is not enough.
You need to have at least 100 DCT4PLUS and 100 BB5 credits.
Please contact authorized reseller from your country area for MXKEY credits listed here:

ERROR: request failed!

If you have 100 bb5 credits and 100 dct4 credits what give you access to
blackberry server, you will get this result:

SERVER: could not calculate MEP code for this phone!
reason: [MEP-00000-00

There is no more need to activate. If you didn't activated until now, all you
have to do is to make sure you have minimum 100 dct4 credits in your MXKEY.

Chk your credits as i explained. If you do not have, buy credits from resellers
listed in here:
